  18. <p>     "The Venezuelans stiffed us. They really did." The Bush
  19. Administration official was complaining about how Venezuelan
  20. authorities placed Orlando Bosch, a convicted anti-Castro Cuban
  21. terrorist, on an airliner bound for Miami in February 1988. His
  22. arrival in the U.S. presented the Reagan Administration with
  23. a quandary: lock Bosch up or free a man widely seen as a hero
  24. in Florida's Cuban-exile community?
  25. </p>
  26. <p>     For more than two years, Reagan and Bush officials tried to
  27. avoid facing the issue. They treated the former pediatrician,
  28. now 63, mainly as an immigration problem, keeping him jailed
  29. in Miami as an "excludable alien" while trying to find a
  30. country that would accept him. Meanwhile, Florida Republicans
  31. pressed for his release. Last week the Justice Department
  32. yielded to the pressure, freeing the Castro foe. Explained one
  33. official: "The Cuba lobby did it again."
  34. </p>
  35. <p>     Bosch will be kept under virtual house arrest while the
  36. State Department tries to find a country to which to ship him.
  37. But he seems undaunted by the restrictions. Although he must
  38. log all visitors and wear an electronic anklet, Bosch vows that
  39. he will "speak to anybody I want to" during the three hours a
  40. day he is free to walk the streets of Miami's Little Havana.
